OCBC and GOVT VCCP Singapore show how AI can make anyone look like a scammer

In response to the growing threat of AI-enabled scams, GOVT VCCP has produced a new film for OCBC’s latest anti-scam awareness campaign. The 60-second film draws on scam personas familiar to Singaporeans, from a millionaire prince and a courier to a long-lost relative. While they appear to be played by different people, every scammer is in fact performed by a single actor.

Scammers are increasingly using AI to impersonate people by cloning familiar faces and voices, raising concerns over how easily people can be deceived.

To put people’s ability to spot AI-generated faces to the test, GOVT VCCP conducted a street quiz. Many participants could not tell the difference between real and AI-generated faces.

That finding provided the insight behind the film’s creative approach.

Jimmy Neo, Group Creative Director at GOVT VCCP, says: “Using AI-mapping technology, we transformed one actor into different scammers to dramatise a simple warning: seeing is no longer believing, and anyone can appear to be anyone.”

While AI can generate convincing visuals, GOVT VCCP and production partner Rolla chose not to generate the performances entirely with AI. Instead, they adopted a hybrid approach that combined the authenticity of a real actor’s performance with AI-mapping technology.

Director Jake Nam from Rolla, added: “We wanted a memorable performance with a touch of humour, without trivialising the threat of scams. For this genre, facial expressions, perfectly timed body language and voice delivery are crucial. Using a real actor ensured this comedic timing came through on screen.”

The campaign also extends across social media, with an online quiz inviting people to test their ability to tell real and AI-generated faces apart, alongside tips highlighting telltale signs to help them identify AI-generated content.

The film and social content direct Singaporeans to OCBC’s ‘Be A Pro Against Cons’ webpage, where they can learn more about recognising scams, protecting themselves and the security measures available to help them bank safely and securely.
